Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been defused. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from various governments. Considerable effort is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nocturnal Warfare
As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a capability provided through timely intelligence. From vantage locations, defense planes that had been deployed to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's air-defence systems engaged: multiple launches fired to intercept a incoming threat. This was a modern interception technology at work, probably supplied through partner states. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, sparing the city from ruin and additional electricity failures.
Persistent Threats
Soon after, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Sadly, the bullets missed the hostile drone – it continued its flight toward its objective.
Periodically, this continued until dawn. Kyiv greeted the early updates: seven people killed, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's essential dependence on international aid – a need that neighboring countries are clearly incapable to replace in the short term.
Ineffective Peace Efforts
The detailed framework from US administration provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington operates on a assumption well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The American government believes that it is impossible to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from assuming that the current condition will not shift further in its favour in the near future.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but preventing a complete military breakdown until conditions improve in its favour.
Present Conditions
Realistically, there are no genuine requirements for a truce. Now, personal considerations are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Summary and Prospects
It took a mere seven days to kill the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
