UK Councils Intend to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a new study of local authorities, UK councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in England stated that six out of ten of councils are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a significant number of authorities attempting to raise money from a quick sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using savings to manage increasing financial challenges.”

Specific Cases of Proposed Sales

One local authority in southeast England announced its property management strategy included the sale of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the plan.

Local Levy Increases and Broader Fiscal Pressures

The survey of local authorities in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to increase local levies next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of regional authorities this week further found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a policy document setting out those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent deprivation measures (IMD) for English councils, several key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

A fifth of councils have reduced or weakened social care provision in the past 12 months, the survey revealed.
